PHOENIX — An Arizona man is accused of dumping more than 1,000 pounds of fish on the side of a Phoenix road, authorities said.
Russell Omar Howard, 42, was arrested Thursday and charged with criminal littering, which is a class 6 felony, KTVK reported.

Officials with the Arizona Game and Fish Department told KNXV that Phoenix Police Department officers were looking into a large group of carp and gizzard shad fish that were dumped on the side of the road. Wildlife officials said they believed the fish came from a spearfishing event last weekend, the television station reported.
Phoenix Police Sgt. Ann Justus said detectives arrested Howard after completing their investigation, KTVK reported.
No other information was available, police said.
